The EASA 'Basic Regulation' (EU) 2018/1139 – Article 20 outlines essential requirements for pilots and cabin crew involved in the operation of aircraft referred to in point (b) of Article 2(1), excluding unmanned aircraft.
Additionally, those involved with flight simulation training devices, as well as individuals and organizations responsible for the training, testing, checking, or medical assessment of pilots and cabin crew, must comply with the essential requirements set out in Annex IV.
Commission Regulation (EU) No 1178/2011 of 3 November 2011 establishes technical requirements and administrative procedures.
The regulatory activities that arise as a direct consequence of FCL include the approval of flight crew training programs, the approval of flight simulators and other synthetic training devices, and the approval of procedures for certifying the medical fitness of flight crew.
